HR Business Process Outsourcing (HR BPO) gives companies a practical way to make their HR operations more efficient. With growing pressure from demographic shifts and a tightening labour market, many organisations are re-evaluating how HR tasks are structured and delivered.
The ARTS HR BPO Study 2024 provides a data-driven look at the current state of HR outsourcing in the DACH region. It outlines which functions are typically outsourced, where companies see the greatest value, and which risks they are prioritising.
What the numbers tell us
Since its launch, the study has gathered input from nearly 300 companies across Germany, Austria, and Switzerland, spanning 32 industries. The results show a clear trend: HR BPO is no longer a niche subject. 66% of respondents are familiar with the model and many already use it to manage recruiting, administration, or development tasks.

Know about HR BPO
HR BPO: Efficient, Scalable, Reliable
The main reasons for using HR BPO are clear: reducing costs, improving process reliability, and gaining access to specialised expertise. Instead of building up internal structures, companies can scale services as needed and respond to workforce fluctuations more flexibly. 68% of the companies surveyed say that access to external know-how and digital tools is one of the biggest advantages.
For ARTS Group, this is standard practice. With decades of experience in workforce solutions and aviation consulting, we support companies with certified processes, scalable service models, and a clear focus on operational impact.
Where challenges remain
Despite the benefits, the study also highlights concerns—particularly around data protection. About half of the respondents report reservations when it comes to outsourcing sensitive employee data. This makes the choice of service provider critical. At ARTS Group, we work under ISO 9001 and EN 9100 certified conditions. This ensures consistent quality and compliance.
HR BPO in the context of demographic change
The study also links HR BPO to broader workforce trends. In view of demographic change and the shortage of skilled labour, many companies use outsourcing not only to save costs, but also to free up internal HR teams for strategic tasks such as employer branding and employee retention. This shift in focus is essential in staying competitive as an employer.
